The mayor of Moscow will be busy watching the
weather forecasts this winter. Before snow hits the
city, he will alert the Russian Air Force to spray a
fine chemical mist over the clouds, causing the snow to
fall before reaching the capital. Experts believe a
winter without snow will improve the quality of life in
Moscow, which is typically blanketed from November to
March.
